Okay you have seven members. Make a team that you think you could write for a substantial amount of time. Here's mines.
1)Nightwing 2)Wonder Woman 3)Zauriel 4)Martian Manhunter 5)Green Lantern (Stewart) 6)Vixen 7)Atom
No Batman or Superman for me because they've been run to the ground storywise IMO. Time for the other part of the Trinity to get the chance to step up and do some things.

No Batman or Superman for me either, give a chance for a few of the bigger names and a few smaller names a chance to shine.

I've always been a fan of the Obsidian Age JL. It was such a wonderfully diverse group of personalities that you wouldn't assume would mesh and they weren't even the types of character you'd assume would be in such a group. So I think I'd use them as a base for the type of Justice League I'd write...
Maybe something like:
Martian Manhunter Artemis (Amazon) Jason Blood/Etrigan John Stewart Major Disaster Walter West (Dark Flash) Animal Man Faith

1. Green Lantern (Hal or Kyle) 2. Flash (Wally) 3. Fire 4. Batman 5. Tempest (graduating to the big leagues) 6. Troia (see # 5) 7. Supergirl (see # 5 & 6)
I think this would make for a hell of a run. Suprisingly powerful but with some 'young' heroes who deserve to move on up. Batman would be the leader, though Hal could do it if he was the GL on the squad.

Martian Manhunter Nightwing Superboy (Kon-El) Flash (Wally) Troia Aqualad Arsenal
I'm SICK of the old JLA members and just not a fan of the recently created characters (like Faith, Zaurel (sp?), etc). I want to see the Titans of old step up and take the crown, with the best parts of recent Leagues (Manhunter & Flash). Manhunter, Troia and Superboy supply the power, Nightwing and Arsenal the skills, Flash the speed and Aqualad the water/magic element. Plus lots of attitude and direct connections to the old guard for lots of story potentials.
If Linda Danvers was sill Supergirl, Kon-El'd be out on his ass. Since she's not and I hate the new Kara, hell with her. 70's Kara ruled and Linda was the best ever, period. New Kara is a worthless tramp.

The only two people I can think of when I consider a JLA roster is Captain Marvel (Billy Batson) and Nightwing.
If Tony was co-writing it with me, who knows what roster we would end up with ;D

This is why I was never a fan of the name JLA for the modern age. They're NOT the JL of America. Not if their base is on the moon and the roster is full of aliens and citizens of other countries. JUSTICE LEAGUE is solid and to the point. I also think in DC's case that diversity is a huge key for the JL. Not just in powers but in who they are. Like the '60s Enterprise bridge it should break ground for the people who are on it. And since DC has openly acknowledged alternate realities in a style thate makes alittle more sense to DC then people from other places should be available too.
I'd give it a smart young leader. If Superboy were developed more and his intelligence explored I think he'd be wonderful. Superboy = Kirk and Martian Manhunter = Spock. Especially if you follow more of the NEW STAR TREK movie relationship. Leave it like Captain Marvel ran the team first and due to circumstances left Kon in a position to run the team and when he steps up it really then gives that character the sense of Destiny that DC shits on at every moment it can.

Batman, Superman, Wonder Woman, Green Lantern, Aquaman and Flash would only show up when and if they're needed to provide extra muscle/strategic support. To my way of thinking they're simply too busy to devote themselves full-time to The Justice League but they're on"permanent standby" so to speak.

That's something I can agree with. I don't normally object to an appearance in a team book AND solo book if that appearance is LIMITED to those 2. But on the whole I prefer a roster that's dedicated to that team. Even if it's MOST of the characters that are limited to that team then I'm happy as they can always explain away another cast mate as elsewhere, but the regulars are still there and ready to assist.

Much as I like Batman and Superman it just never made sense to me that they had all this time to hang around with the Justice League and still deal with the 300 other things going in in their four other solo monthly books AND find time for adventures together. I'll swallow a lot, but c'mon. Team books work best for me when there's a core roster of characters who only appear in that book alone and there's a steady rotating cast of other members who do have their own books and only appear occasionally.

That's mainly why most of my roster are those that aren't committed elsewhere. I never doubted that Superman or Batman would jump in if needed, but what do you do when Superman's the main man on your team and he's off in space tracking Doomsday or Massacre, or stuck in the Phantom Zone in the moment you need him to prevent some alien invasion or whatever?
I don't generally have a problem with Superman, Batman and Wonder Woman rosters, but it's just something I wouldn't do if I had the book myself.

Okay, after giving it some thought. Here is my full roster. Nightwing (Team Leader) Captain Marvel Jade Black Canary Hawkman (as a replacement in case a Flash wasn't available) Martian Manhunter Wonder Woman 4 guys to 3 girls ratio. All of them with a lot of experience between them. A nice grouping of power with Captain Marvel, Wonder Woman, and Martian Manhunter who is the backbone of the League. Plus, you have a lot of experience dealing with magical threats between Captain Marvel and Wonder Woman.

A belated jumping in and an Old School team:
Green Lantern, Flash, Batman, Superman, Green Arrow, and Supergirl.
I wouldn't use a 7th member and keep the team leaner.
